Today, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) is issuing Burma General License Number 1 "Official Business of the United States Government", Burma General License Number 2 "Official Activities of Certain International Organizations and Other International Entities", Burma General License Number 3 "Certain Transactions in Support of Nongovernmental Organizations' Activities", and Burma General License Number 4 "Authorizing the Wind Down of Transactions Involving Myanmar Economic Corporation Limited and Myanma Economic Holdings Public Company Limited." In association with these General Licenses, OFAC is also publishing two related Frequently Asked Questions (882 and 883). Additionally, OFAC has updated its Specially Designated Nationals and Blocked Persons List:

WASHINGTON – Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated two military holding companies, Myanma Economic Holdings Public Company Limited (MEHL) and Myanmar Economic Corporation Limited (MEC). The Burmese military controls significant segments of the country’s economy through these holding firms, which enjoy a privileged position in the Burmese economy. The companies dominate certain sectors of the economy, including trading, natural resources, alcohol, cigarettes, and consumer goods. These sanctions specifically target the economic resources of Burma’s military regime, which is responsible for the overthrow of Burma’s democratically elected government and the ongoing repression of the Burmese people. These sanctions are not directed at the people of Burma.

WASHINGTON – Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned two individuals and two entities connected to the Burmese military and its violent repression of pro-democracy protests. Treasury took these actions in response to the Burmese military’s continued campaign of violence and intimidation against peaceful protesters and civil society.

WASHINGTON – Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned two current Chinese government officials in connection with serious human rights abuses against ethnic minorities in the Xinjiang Uyghur Autonomous Region (XUAR). These designations include Wang Junzheng, the Secretary of the Party Committee of the Xinjiang Production and Construction Corps (XPCC), and Chen Mingguo, Director of the Xinjiang Public Security Bureau (XPSB). These individuals are designated pursuant to Executive Order (E.O.) 13818, which builds upon and implements the Global Magnitsky Human Rights Accountability Act and targets perpetrators of serious human rights abuse and corruption. The United States is committed to using the full breadth of its financial powers to promote accountability for the serious human rights abuses occurring in Xinjiang.
